Incident Report: File Hosting Errors

PyPI traced intermittent 502 and 503 responses to a Fastly cache-node canary misconfiguration and several file-hosting configuration bugs, including broken origin fallback and unsupported range requests. The fixes restored downloads and reduced residual 5xx errors from thousands or more to tens or hundreds; enable dependency caching in CI to avoid unnecessary repeat downloads.
